Major actions require planning and a genuine negotiation stage.

Book ahead and negotiate
Arrange the action at least four hours in advance. Negotiation is mandatory, and every weapon category is permitted.
Deployment limits
Police support is limited to one Eagle aircraft and two armoured vehicles. At most five criminals may position outside the action site. Niobium is the exception: every criminal stays inside.
The deadline means a push
Once time runs out, police must enter if the officers still involved equal or outnumber the remaining criminals.
